A bold vision for mental health services in Cork has been put on hold, sparking a debate about the future of care in the region. The HSE's initial plan to build a 50-bed mental health centre in Glanmire, Cork, has been shelved, leaving many wondering about the fate of this much-needed facility.
The proposal, which had been in the works for over two years, aimed to provide rehabilitation and continuing care for those in need. With a projected cost of €64 million, it was a significant investment in the community's well-being. But here's where it gets controversial: the HSE has now shifted its focus to developing acute mental health services on the same grounds, prioritizing short-term admissions over long-term care.
Social Democrat TD Liam Quaide, who has been vocal about this issue, explains that while St. Stephen's Hospital is suitable for acute mental health services due to its short-term nature, the 50-bed proposal would have meant long-term residence for some, which is not ideal. He adds that the surrounding area, zoned for agriculture, lacks the necessary community integration and accessibility, with the nearest shop being a service station over 1.7km away.
"I'm glad the HSE is not moving forward with centralizing long-term mental health services at St. Stephen's," Quaide told The Echo. "While it's a good fit for acute care, we must ensure proper community-integrated settings for long-term care and avoid premature transfers to nursing homes."
And this is the part most people miss: the Irish Human Rights and Equality Commission (IHREC) has also raised concerns about the proposed facility's "inappropriateness." Liam Herrick, IHREC's chief commissioner, acknowledged Quaide's concerns, stating that any new health facility should undergo an Equality and Human Rights Impact Assessment (EHRIA) in consultation with affected rights holders.
